OpenAI for Government and the U.S. General Services Administration (GSA) announced a multi-year agreement to provide discounted software access and expanded cybersecurity support for public agencies. Under OpenAI's government announcement, federal, state, local, and tribal governments receive $0 access for the standard license fee, which is normally $15 per user per month, along with 50% off usage.

The agreement builds on an earlier federal offer and broadens access to models, including GPT‑6 Astra. More than one million government employees currently access ChatGPT under existing agreements. The expanded partnership extends eligibility across a U.S. public-sector workforce of approximately 23 million people.

The initiative also targets cyber defense for organizations that protect emergency response, public health, transportation, utilities, and other critical infrastructure. The move follows OpenAI President Greg Brockman’s essay, The Defender’s Window, alongside an industry-wide open letter calling for collective action. Under the policy, every verified government entity is approved for Daybreak Blue access at 50% off standard commercial pricing, accompanied by scaled training and enablement. In addition, defense personnel can request access to Daybreak Red for advanced vulnerability research, exploit validation, and red teaming at standard commercial pricing.

These cybersecurity measures build on Daybreak for Frontline Defenders, an effort OpenAI announced with a $1 billion global commitment to subsidized access, technical support, training, and partnerships.

Agencies interested in the OneGov program can register through OpenAI's government team. The company will also hold a webinar titled OpenAI OneGov 2.0: What Government Leaders Need to Know on Monday, September 14, 2026, at 11:15 a.m. ET to review pricing, eligibility, and purchasing options.
