OpenAI has launched the Grid Protectors Program to work with utilities, regulators, and policymakers to lower power consumption at future compute campuses when local electric grids experience high demand.

With U.S. data center capacity projected to exceed 100 gigawatts by 2030, OpenAI says the initiative aims to make operational flexibility a routine part of how it builds and operates facilities. Under the program, OpenAI says facilities will be designed to cut demand during grid strain while coordinating with utilities on the volume, speed, and duration of those reductions. Depending on local needs and available equipment, the company plans to work with grid operators to supply power from on-site generation or storage, using batteries and power controls to smooth changes in demand.

OpenAI intends to use its planned campus in Effingham County, Georgia, as a pilot for the initiative. The company committed to paying the full infrastructure and electric-service costs for the site. Its agreement with Georgia Power includes up to 1,000 megawatts of flexible demand response, which OpenAI states is equivalent to the average electricity demand of roughly 700,000 households, more than Washington, D.C., and Boston combined.

Georgia Power estimates that its portfolio of large-load agreements and expected growth, including Project Camellia, will generate approximately $950 million in annual customer savings starting in 2029. The utility projects this will yield a benefit of at least $15 per month for a typical residential customer using 1,000 kilowatt-hours.

OpenAI stated that long-term contracts and financial assurances can protect other customers if a project is delayed, reduced, or canceled.
